The Message Handling System (MHS) provides fast, secure, reliable, and uninterrupted ship-to-ship and ship-to-shore communication via radio and teleprinter circuits. It facilitates ACP-127 & X.400 (STANAG 4406 Edition 2 Annex E) formats, STANAG 5066 Version 1.2 compliant message exchange and allows for the interception of unilateral broadcasts.

The MHS supports the management of the preparation, dispatch, receipt, viewing, processing, cycling, archiving, printing, and reporting of messages in ACP-127 and X.400 formats.
